A 403(b) Plan is a retirement plan (also known as a TSA - Tax Sheltered Annuity) similar to a 401(k) plan, but one which is offered by non-profit organizations, such as universities and some charitable organizations, rather than corporations.

By 2009, the IRS will require sponsors of 403(b) plans to adopt and execute  a written plan document that provides operational and governing provisions of the Plan.   The Document needs to memorialize how you HAVE administered your Plan as well as how you INTEND to run your Plan going forward.
